Before launching Formentus, Carlos played a key role at the Puerto Rico Department of Economic Development and Commerce, where he ultimately became Director of the Incentives Office.

There, he led the implementation and administration of Puerto Rico’s Incentives Code, one of the island’s most important economic development initiatives in recent years.

Under his leadership, the agency approved more than 8,500 tax decrees tied to industries critical to Puerto Rico’s economic future, including manufacturing, export services, renewable energy, film production, tourism, and private investment initiatives.

But beyond the numbers, Carlos developed a deep understanding of how governments, entrepreneurs, investors, and corporations can work together to create sustainable economic growth.
